Two senior agents of the Kanto Narcotics Control Bureau, Tsukasa and Tsubasa, have hated illegal possession crimes since they were children, influenced by their father, who was a senior officer of the Bureau. Then, the older sister, Tsukasa, is caught in the middle of an investigation of the Moriyama clan, which is spreading illegal substances....
